REPORTS TO : County Assessor and Deputy Assessor
FLSA STATUS : Non-Exempt
SALARY : $24.00-$28.00/hour DOE

JOB SUMMARY : ​​​​​
Inspects all types of real property, including residential (single family and multi-family), commercial, agricultural, vacant land and new construction for tax assessment purposes.

ESSENTIAL JOB FUNCTIONS ( The following are illustrative of essential functions to perform duties and responsibilities of the job.  The position may not be required to perform all duties listed, and may be required to perform additional tasks as needed by the Department.   • Assists in collecting data for the valuation and classification of land, buildings, mobile homes, and other types of real property, takes measurements and/or photos, uses Apex computer software to sketch buildings, makes quality judgments and special condition recommendations.
  • Assists in agriculture land valuation on an income approach to value.
  • Identifies crops for crop report.
  • Must be able to run reports and perform statistical analysis for reappraisal and ensure that properties are being valued fairly and equitably and are in compliance with statutory requirements.
  • Interacts with citizens of County, establishes a good working rapport and provides information concerning valuation procedures.
  • Participates in informal hearings with taxpayers during the 30-day annual appeal period, explains property valuation and procedures, and reviews individual accounts and makes recommendations for correction or denial.
  • Prepares individual appraisal reports for hearings with the County Board of Equalization.  Represents the assessor’s office at such hearings. 
  • Ability to work schedule as assigned by supervisor or program

PREFERRED QUALIFICATIONS:

Knowledge :
  • Knowledge of basic office procedures
  • Effectively present information in one-on-one and small group situations to customers, clients and other employees of the organization
  • Proficiency in Microsoft Office, specifically Excel and Word
  • Background knowledge in agriculture is desirable, but not required
  • Bilingual (Spanish) preferred, but not required
Skills :
  • Computer skills adequate to perform work tasks
  • Learn and operate software specific to Assessor’s office (model building, time trending, basic drawing skills)
  • Add, subtract, multiply, and divide in all units of measure, using whole numbers, fractions, and decimals.
  • Compute discounts, interest, proportions, percentages, area, circumference and volume.
  • Apply concepts of basic algebra and geometry
  • Do statistical analysis
Abilities :
  • Ability to input and retrieve data
  • Ability to build and analyze spread sheets
  • Ability to read, write and comprehend simple instructions, correspondence, reports and memos
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form
  • Ability to read and interpret documents such as building permits, legal descriptions, and procedure manuals
  • Ability to deal with problems involving several concrete variables in standardized situations
  • Ability to speak Spanish is a plus
  • Ability to understand and interpret legal descriptions is desirable
  • Ability to work in a stressful environment

EDUCATION, CERTIFICATES, LICENSES, REGISTRATION

  • To perform this job successfully, an individual must be able to successfully complete classes and courses required by the Division of Property Taxation.
  • High School diploma
  • One-year experience in related field required
  • State Appraisal License required
  • Valid Driver’s License

This position combines both office work and outdoors in the field.  Minimal physical effort generally required in the performance of duties when working in the office. More physical effort is required when touring properties to assess the valuation of said properties.  Position requires the ability to operate a computer keyboard at an efficient speed. This may involve repetitive hand movements and fine coordination. The employee is frequently required to use hands to finger, handle, or feel objects, tools or controls, and to reach with hands and arms. The position is required to stand, sit for long periods of time, talk and hear. Hearing and vision correctable to normal ranges; close-up vision and the ability to adjust focus across an audience.  Occasionally, the position may stoop, bend, kneel, crouch, carry, twist and push and/or pull light to moderate amounts of weight.  The employee is required to communicate in English both orally and in writing. Employee must be able to reach and manipulate objects, tools or controls, and lift up to 25 pounds. The noise level may be very quiet to noisy depending on the situation.  This position may be required to drive in a variety of weather conditions.   While performing the duties of this job, the employee is occasionally exposed to moving mechanical parts, outside weather conditions, extreme cold, extreme heat, and risk of electrical shock. The employee is subjected to additional stress from the public of a threatening nature while performing the duties of this job.
