Office of Equity and Civil Rights

The Office of Equity and Civil Rights is responsible for providing, promoting and coordinating the university's core values of inclusive excellence, equity and diversity and ensuring university compliance with non-discrimination laws, regulations and policies. 

Position Overview:

The Civil Rights Case Manager will provide supportive and administrative leadership to support UMBC's Office of Equity and Civil Rights (ECR). The Civil Rights Case Manager will have primary responsibilities for case intake and management. This position requires the ability to work with confidential and highly sensitive information and maintain confidentiality in compliance with university policies, procedures, and federal and state laws/regulations.

Telework:

Responsibilities:

  • Review and respond to reports of sexual misconduct, discrimination, or harassment made via an online report portal, email, telephone, or from direct outreach from students, faculty, staff, or third parties; assess reports to identify immediate safety or urgent response needs and triage as needed.
  • Conduct intake meeting with individuals who make a report or disclosure of sexual misconduct, discrimination, or harassment to gather additional information about the report, offer supportive measures and resources, explain the resolution options, policies, and procedures.
  • Conduct an initial assessment based upon information received from report and intake meetings to determine appropriate next steps for resolution 
  • Ensure that all parties involved in a case receive appropriate supportive measures and referrals to on and off campus resources.
  • Maintain comprehensive, up-to-date, accessible, and accurate documentation within the case management system, to include all reports, correspondence, notes, referrals, and action items.
  • Coordinate case follow-up to include drafting and sending correspondence to reporters, parties, and other campus entities, providing timely updates to all parties involved, and monitoring case resolution timelines.
  • Develop and implement uniform procedures for Equity and Civil Rights to accurately track cases through the resolution process within the case management system, ensure case data remains up to date, and facilitate streamlined coordination with campus entities as needed.
  • Build and maintain collaborative relationships with other campus units in order to facilitate timely and appropriate responses to reports of sexual misconduct, discrimination, or harassment and the provision and monitoring of supportive measures and resources.
  • Respond to inquiries from individuals regarding case status, Equity and Civil Rights policies and procedures, and background checks while maintaining confidentiality in compliance with university policies, procedures, and federal and state laws/regulations.
  • Other duties as assigned by the Assistant Vice President of Equity and Civil Rights.

Required Minimum Qualifications:

Education Required:

  • Bachelor's degree preferably in social work, psychology or related field

Experience Required: 

  • At least (1) year of experience working in Title IX and/or other civil rights related field.

  • Demonstrated knowledge of civil rights/equal opportunity and other relevant laws such as Title VI, Title VII, Title IX, Americans with Disabilities Act (ADA), Section 504 of the Rehabilitation Act, Clery Act, and VAWA.

  • Proficiency with Microsoft Office and case management systems (e.g., Advocate, Maxient).
  • Strong administrative skills to include the ability to track case progression, meet established timelines, maintain accurate and detailed records, and follow-up as needed.

  • Excellent written and verbal communication skills with a strong attention to detail, highly organized, and project management.
  • Keen interpersonal skills, cultural awareness, and sensitivity to interact, collaborate, establish rapport, and maintain productive working relationships with students, faculty, administrators, and staff from diverse populations.
  • Demonstrated ability to work with highly sensitive and private topics in a professional, confidential, unbiased, and consistent manner.

  • Demonstrated ability to share ideas, to be open to the ideas of others, and to work toward university and department goals and interests to include a demonstrated interest in fostering inclusive excellence.

Preferred Qualifications: 

Experience Preferred:

  • Prior experience as a Title IX Coordinator, investigator, or decision-maker in a higher education setting is preferred.

  • Prior experience specifically with the use of Advocate case management system preferred.

  • Experience in mediation/conflict resolution/restorative practices concepts, models, and/or principles is highly desirable.

Salary:

Salary: $77,500 - $82,500 depending on qualifications and experience.

The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, budget, prior experience, skills, knowledge, abilities, education, licensure and certifications, and other business considerations.

The above salary range represents the University’s good faith and reasonable estimate of the range of possible compensation at the time of posting.
