Job Description

The Manager of User Experience & Technical Writer is a critical member of CHIA’s Data Operations & Technology team and reports to the Chief Data Product Officer (CDPO). This team is responsible for producing and disseminating data sets and custom analysis of confidential CHIA data in response to requests from outside of CHIA. The position supports CHIA’s strategic direction, development, and optimization of data products from CHIA’s Acute Hospital Case Mix & Charge Database (Case Mix), All-Payer Claims Database (APCD), and other sources to ensure they are provisioned efficiently and meet the needs of stakeholders. This includes, among other things, working with internal teams, state agencies, data submitters, and researchers to innovate and enhance the delivery of data products, making sure they are of the best possible quality, easily accessible, and actionable. To advance our client-focused services, CHIA is seeking a skilled technical writer with UX experience to join our team. The ideal candidate will have demonstrated success in a highly technical discipline, such as engineering, computer science, or software development; and the ability to assess and analyze complex material and a natural desire to assist others in understanding it. 

Key Responsibilies: 

  • Collaborate with Data Product team and subject matter experts to design comprehensive data product documentation packages to assist data users in achieving success with requested data.  Artifacts may include: 

    • Data dictionaries and data field guides 
    • User guides, training materials, and other documentation to facilitate the effective use of data products. 
    • Data quality profiles and considerations 
    • Detailed information on data changes over time 
    • Technical considerations for loading and using CHIA data in recipient’s technical environment. 
    • Data type and formatting considerations for use with common analytic tools 
    • Recommendations and links to training materials available on the internet 
    • Evaluate current content and develop innovative methods for improvement. 
    • Work within and across teams to identify documentation repositories and determine the best solutions for data compilation and centralized storage.  
    • Develop documentation plan and development schedule for identified documentation projects. Assist in planning, scheduling, and tracking documentation work to meet product release dates. 
    • Act as a liaison between business and technical groups, using communication skills to elicit, document, and validate data user requirements.  
    • Engage with data users including health systems, hospitals, insurance companies, researchers, and others to gain understanding of end-user needs.  
    • Review Business Requirement and/or Technical Requirement Documents for input, accuracy and completeness. 
    • Support the creation, documentation, and use of standard operating procedures for product management as well as data governance activities. 
    • Write, format, edit, review, and proof procedural and technical information for technical and nontechnical users. 
    • Solicit feedback from stakeholders for measuring documentation effectiveness. 

Basic Qualifications & Skills: 

  • Bachelor’s degree in computer science, information technology, or a related field.  

  • 3+ years of experience in technical writing and editing for software development, engineering, computer science or related industry.  

  • Experience in writing documentation and procedure manuals for various audiences required. Including working with diverse teams to improve user experience, refine content, and create visuals and diagrams for support content. 

  • Possess a strong background in data and business analysis, along with analytical and communication skills.  

  • Proven ability to quickly learn and understand complex subject matter. 

  • Ability to think critically about CHIA’s business needs and objectives and recommend solutions that will help achieve its goals.  

  • Excellent written and verbal communication skills. 

  • Proficiency in MS Office products 

Preferred Qualifications & Skills: 

  • Direct experience with healthcare data such as claims, and eligibility data. 

  • Experience supporting data governance and quality standards, or policies and procedures related to data confidentiality and data integrity a plus. 

  • Excellent interpersonal skills to foster relationships across multiple departments and organizations.

Salary is commensurate with experience

Salary Range

$100,000 - $115,000
