About this Role:

The Pharmaceutical Program Consultant (PPC) will simultaneously serve as both the Assistant Division Chief, Pharmacy Benefits Division (PBD), and Branch Chief, Pharmacy Operations and Data Branch. The PPC serves as PBD’s chief pharmaceutical consultant for Medi-Cal Rx and offers professional, clinical advice and guidance to the PBD Chief and the Department’s executive staff and other agencies on matters relating to the scope and quality of pharmacy benefits and/or services under Medi-Cal Rx. The PPC also has managerial responsibility for implementing program policy and priorities, directly supervises one Staff Services Manager (SSM) II in the Drug Rebate Section, one SSM II in the Contracts and Administrative Support Section, one Consulting Optometrist II in the Vision Care Section. The PPC also oversees the planning, organizing, directing, and evaluating of ongoing operations, procurement, data and contract management. Further, the PPC assists the PBD Division Chief in planning, organizing, and directing the work of a multidisciplinary staff in the development, interpretation, implementation, evaluation and data analysis of highly complex and sensitive pharmacy benefit policy, and regulatory language and statutes pertaining to the scope of pharmacy benefits and services provided under Medi-Cal Rx. The PPC also represents the PBD Division Chief at meetings with other department divisions, oversight agencies, advocates, and other stakeholders, and will participate and contribute to the long term strategy planning on policy and operational activities for PBD. Travel (including overnight travel) may be required five percent or less of the time.

Telework Information

Statewide Positions:

The DHCS standard for hybrid work is a minimum of two days per week in-person and site-based and up to three teleworking days per week in accordance with DHCS’ Telework Program and Government Code sections 14200 – 14203.  This position may be eligible for telework up to five days a week, contingent on operational business needs.  The amount of telework is at the discretion of the Department and is subject to change.

The selected candidate will be assigned an available DHCS office closest to their residence prior to their start date.  The selected candidate will be required to report to their assigned DHCS office and other DHCS locations as needed.

Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
