Summary

The Social Work Supervisor and program manager will service as the clinical and administrative supervisor of staff including but not limited to Contract Nursing Home/Adult Day Health Program - Spinal Cord Injury/Disease Primary Aligned Care Team social worker - Visual Impairment Services Team Coordinator - social workers within the Community Living Center and Medical Foster Home Program - as well oversee the Contract Community Nursing Home(CNH) and Contract Adult Day Health Care programs.

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy
  • Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE)
  • Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited
  • A doctoral degree in social work may not be substituted for the master's degree in social work
  • Verification of the degree can be made by going to to verify that the social work degree meets the accreditation standards for a masters of social work
  • Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level
  • Loss of Licensure or Certification: Once licensed or certified - social workers must maintain a full - valid - and unrestricted independent license or certification to remain qualified for employment
  • Loss of licensure or certification will result in removal from the GS-0185 social worker series and may result in termination of employment
  • English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f)
  • May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria)
  • Grade Determinations: In addition to the basic requirements for employment - the following criteria must be met for this position
  • Supervisory Social Worker - GS-12 Education and Experience: One year of experience equivalent to the GS-11 grade level
  • Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment
  • Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship - or equivalent supervised professional experience
  • Licensure/Certification: Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level - and must be able to provide supervision for licensure
  • Demonstrated Knowledge - Skills - and Abilities: In addition to the experience above - the candidate must demonstrate all of the following KSAs: Ability to independently organize work - set priorities - and meet multiple deadlines
  • Knowledge of supervisory duties which includes clinical supervision - consultation - negotiation with other departments and quality improvement
  • Ability to ensure provision of clinical social work services
  • Ability to provide staff training and development
  • Skill in interpersonal relationships in dealing with employees - team leaders - and managers

  • Assignment: For all assignments above the full performance level - the higher-level duties must consist of significant scope - complexity (difficulty) - and variety and be performed by the incumbent at least 25% of the time
  • At the GS-12 grade level - supervisory social workers typically have significant personnel management responsibilities for a small to moderate sized professional and non-professional staff - including support staff and professional staff at the GS-12 grade level and below
  • The supervisory social worker is responsible for the professional and administrative management of an area in a social work service - in a care/product line - or multiple facilities
  • They provide direct clinical services with or without program coordination responsibilities
  • Physical Requirements: Involve active listening - reading - observing - and evaluating verbal and nonverbal behavior - walking - speaking - writing reports - writing policies and procedures - writing clinical notes - using office equipment such as computers - telephones - fax machines - photocopy machines and travel to conduct outreach - assist with placement - and other activities outside the office - within a catchment area often greater than 100 miles.

  • The incumbent manages administrative and clinical aspects of the programs across the medical center and multiple CBOCs
  • The incumbent manages the daily operation of the program - develops policies and procedures for program operation and prepares reports and statistics for service line - facility - VISN - and national use
  • The incumbent utilizes funding data related to the program regarding day to day functioning and program evaluation and has responsibility for coordinating interdisciplinary work assignments and program criteria
  • The incumbent will also provide coverage for Chief of Social Work as needed
  • Major duties include - but are not limited to: Provides leadership to a multidisciplinary team through monthly meetings and individual face to face contacts
  • The incumbent establishes functional work relationships and facilitates communication regarding GEC and Specialty Program issues and changes with various disciplines who have responsibility in each program
  • Reviews requests for authorization of veterans to determine whether they meet eligibility criteria for inclusion in the CADHC program in the capacity as Coordinator for the Contract Adult Day Health Care Program
  • Participates in professional and community organizations to further effective working relationships and to promote networking with community resources regarding long term and specialty care
  • Identifies inadequacies in community services for Veterans and their families and cooperates/coordinates with community organizations to develop or improved needed resources
  • The incumbent must have the ability to manage conflict and utilize negotiation skills to maintain productive work relationships with other disciplines in delineation of roles and adapting a team approach to effective patient care
  • Serves as a mentor to other social workers - particularly those at the entry level - and provide clinical supervision for unlicensed social workers - and supervise and provide training for social work graduate students
  • The incumbent should have a broad knowledge of social work clinical areas - community resources and patient/family dynamics to help Veterans with serious medical and psychiatric programs through counseling or referral
  • Demonstrates initiative - resourcefulness and flexibility within the Social Work service line - providing leadership - guidance - oversight and mentoring in the development and delivery of social work services in general - and more specifically - in the area of geriatrics and extended care programs and specialty programs
  • The incumbent is responsible for the overall management - development - ongoing direction - leadership and accountability for the implementation and effectiveness of the social work programs within Geriatrics and Extended Care and specialty programs and fiscal components of the contract community programs
